Aztech Technologies recently completed a petroleum bulk storage
system compliance audit for a regional petroleum distributor and retailer
in Eastern New York. The audit was performed on a proactive basis, as the
owner had heard rumors of New York State Department of Environmental Conservation's
(NYSDEC) increased inspection activity. Aztech was hired to assess the sites
using NYSDEC's audit checklist, make on the spot repairs or modifications
and provide a detailed outline for other changes that would be required to bring the site into compliance.
During the audit Aztech identified several major and minor violations including leak detection
and spill prevention equipment not functioning, insufficient and missing records,
inadequate labeling, and fittings weeping within a dispenser sump.
Had a state inspector visited the site prior to Aztech Technologies'
the site owner would have been facing in excess of $14,000 in fines and could have been closed
until the problems were addressed.
Through eductaion and cooperative work with the operator, the records were brought up to standard,
and the labeling issues were addresssed quickly. A visit from the site's service contractor
addressed the weeping fittings and the leak detection equipment.
Three weeks later the site was visited by NYSDEC and found to be in compliance. Aztech's client
was able to avoid a substantial fine as well as the effort and distraction of responding to notices of
violation. The proactive decision to seek help early saved significant time and money.
